cycle helmets Why do parents let their kids here to go on bicycles after dark without lights or cycle without a helmet?

Well, if we read this number to you that I have seen first hand a child who knocked off a bicycle if he does not wear a helmet, who hindered the rest of his life and require constant care to spend. Because many adults do not too? I drive along and see a lot of idiots who do not have the proper lighting or reflectors on ..... I do not normally see until I'm up behind them ...... People obviously not value their life or safety is not?
